Most Silicon Valley firms hire based on individual qualifications, credentials, motivation — not race or gender. If qualified candidates apply in equal numbers across every gender, race, height, phsyical spectrum, then theoretically the Silicon Valley workforce should represent the proportional population. But you can’t expect Twitter, Facebook and Google to generateapplicant demographics or raise families to groom their future workforce. That falls on education, culture, family.
